The Demise of the 28-Point Peace Initiative for Ukraine: Why Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the tension caused by the introduction of a new 28-article proposal for ending the war appeared – briefly – to have been contained. A American diplomat spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its retaliation: an extensive attack of aerial bombardment on Kyiv.

The Pattern of Peace Talks and Military Action

The chain of opposing developments captured the grim essence of the recent timeframe. By day, diplomatic battles are waged: optimistic declarations are delivered from multiple capitals. Considerable effort is devoted on restraining specific proposals. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "settlement".

Nighttime Reality

As military strikes progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is able to track rocket firings from across the border, a capacity afforded by current data. From observation points, military aircraft that had been scrambled to intercept incoming cruise missiles roared overhead – modern combat jets supplied to Ukraine by NATO members.

Soon thereafter, Kyiv's air-defence systems activated: defensive missiles targeted at a hostile projectile. This was a advanced protection mechanism at work, most likely delivered by partner states. Every launch shakes the surroundings, rattling buildings. The brief panic quickly gives way to sober acceptance: perhaps the incoming missile won't strike its target this time, sparing the city from ruin and another blackout.

Persistent Threats

Following this, a large-caliber weapon fired at a unmanned aircraft somewhere nearby, part of a mobile-fire group – almost certainly allied-provided weaponry. Unfortunately, the bullets missed the enemy aircraft – it pressed on overhead toward its destination.

Intermittently, this continued until dawn. Kyiv greeted the morning news: several casualties, damage and infrastructure problems in multiple buildings as a result of the night's assault. As typically, everyone still went about their day – enduring hostilities. But those full day illustrated Ukraine's vital need on external assistance – a need that regional partners are evidently unprepared to replace in the near term.

Failed Diplomacy

The detailed framework from American leadership provoked deep reactions, discussion and profound anxiety – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and bilateral conferences.

Every new approach from American administration adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually secure success. This pattern will, certainly, endure.

Strategic Calculations

It is convenient to criticize certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. Washington works based on a premise understood by seasoned negotiators: you cannot win at the negotiating table what you have failed to defend militarily. The American government believes that it is unrealistic to compel Moscow to surrender the land that it presently holds in Ukraine's south or east.

The problem is that while accepting these circumstances, American administration does minimal to deter Moscow, through words or deeds, from assuming that the status quo will not change more in its benefit in the coming year.

Conflicting Perspectives

Therefore, the Kremlin is convinced that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their incentive to agree to terms that does not give them the maximum possible gain is virtually nonexistent. There may be multiple initiatives to stop fighting, but they will persist as long as Russia's leadership remains supremely confident in the conclusion.

On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding people and territory but avoiding a entire defensive failure until situations evolve in its benefit.

Current Realities

Objectively, there are no real preconditions for a truce. Now, individual motivations are becoming relevant: personal goals to negotiate peace and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unworkable, so that their attention does not move to domestic problems. And although their task will now be considerably more difficult after recent developments, it remains very improbable that this will alter their fundamental strategy.

These conflicting dynamics are driving the talks.

Conclusion and Outlook

It took a mere seven days to kill the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, latest revelations, all did their job.

While new initiatives based on previous concepts are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are based on Russian demands and show certain reluctance to alter the situation, if they maintain solidarity and enhance their military capacity at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, primarily depend on continued Western support.
