English Local Authorities Intend to Sell Off Community Hubs and Sports Centres to Manage Finances

Based on a recent poll of local authorities, UK councils are preparing to sell community centers, athletic facilities, and retail spaces as they bet on a rapid disposal of properties to balance the books.

Growing Financial Pressures Prompt Asset Sales

The Key Cities Group representing second-tier cities in the UK stated that six out of ten of local authorities are intending to dispose of properties to meet the escalating costs of adult and children’s social care.

Local governments have in the past come under fire for selling public land and open spaces to support their finances, but they contend they must proceed to raise vital cash from asset sales or face insolvency.

This coalition said that a high proportion of authorities seeking to generate funds from a fire sale of assets marked “a distinct shift from 2024, when the largest share (60%) of local leaders stated they would prioritise restructuring services and using savings to manage growing financial challenges.”

Detailed Cases of Planned Sales

One local authority in southeast England announced its property management strategy featured the disposal of a retail complex in a local town and a community venue in another town to generate 20 million pounds over the next half-decade.

  • A local golf course and business parks held in Worcestershire and Suffolk, which all provide rental income for the authority, will additionally be sold under the strategy.

Council Tax Increases and Wider Financial Strains

This research of local authorities in the key cities group, which covers several urban centers, further found that more than 70% of councils will need to increase local levies next April to address the rising cost of core provisions, increased rates of housing insecurity, and a persistent accommodation deficit.

Medway council said it will press ahead with property disposals after steep rises in the cost of youth support, special educational needs and disability (Send) provision, adult social care, and temporary accommodation.

“We are taking innovative approaches but certain measures require time to achieve both improved services and cost efficiency,” stated Vince Maple.

He added: “We face population challenges which will continue to add to the strains we have. As a unitary authority, we had a drastic reduction in our revenue support grant from 2010-24, which is very challenging.”

Countrywide Trends and Projections

A survey of county councils recently further found local finances being strained by the increasing figures of young people and adults needing Send support.

A network of councils projected that council deficits will reach £4.4bn a year by 2029, as they grapple to cope with rising needs.

Government officials have put off planned reforms to the Send system until next year after a white paper outlining those changes was recently delayed.

Disadvantage and Financial Shortfalls

Based on the latest indices of deprivation (the Index of Multiple Deprivation) for UK local authorities, several participating urban areas were included in the most disadvantaged in the country.

  • “Member cities like several major towns place in the top 30 across the country under the 2025 deprivation indices,” noted the report.

“While only one key city is among the top 10 for disadvantaged communities nationally, urban areas are far more likely to be in the most deprived fifth of England. The data highlights the scale of challenges facing municipal officials across major urban centers in the next twelve months,” the report concluded.

“Council officials have been clear about the need for a fair and sustainable financial structure that accounts for and addresses the actual extent of deprivation and demand,” stated Michael Mordey.

“Lacking this, councils will continue to face difficult decisions around which essential services to allocate spend to, and which to cut, to the detriment of their residents.”

A fifth of councils have cut or compromised care services in the past 12 months, the survey found.
